HUD is considering requiring PHAs to evict over-income public housing residents in some circumstances, following an inspector general’s report saying more than 25,000 families are over income. The latest definitions of Difficult Development Areas (DDA) and Qualified Census Tracts (QCT) for use in the tax credit program are out.
HUD has published final fair market rents (FMRs) for FY 2016. The primary uses of FMRs are to determine payment standards for the Section 8 Housing Choice Voucher (HCV) program; to determine initial renewal rents for some expiring project-based Section 8 contracts; to determine initial rents for housing assistance payment contracts in the Moderate Rehabilitation Single Room Occupancy program; and, to serve as rent ceilings for rental assistance units in the HOME Investment Partnerships program.
The Federal Register for Friday, November 20, 2015 (Vol. 80, No. 224) included a new proposed rule:
HUD is proposing to amend the definition of gender identity in §5.100, which currently provides that ‘‘Gender identity means actual or perceived gender-related characteristics.’’ HUD has concluded that it would be more effective for purposes of ensuring equal access to HUD programs to separate the definitions of actual and perceived gender identity. The Department is therefore proposing to amend the definition of gender identity to read as follows: ‘‘Gender identity means the gender with which a person identifies, regardless of the sex assigned to that person at birth. Perceived gender identity means the gender with which a person is perceived to identify based on that person’s appearance, behavior, expression, other gender-related characteristics, or sex assigned to the individual at birth.’’ Perceived gender identity may differ from the identity with which a person identifies.
HUD has announced an interim rule that will require CDBG grantees to track obligations and expenditures of funds for each specific fiscal year grant, rather than track such information cumulatively starting in 2016.
