Mullin & Lonergan Associates, Inc. was formed in 1965 to meet the needs of public agencies participating in housing, redevelopment and community development projects. Our firm provides planning and development services to housing authorities, redevelopment authorities, local and county government, non-profit organizations and for profit developers. Our primary service area includes Pennsylvania, West Virginia, Maryland, Delaware, New Jersey, Virginia, and North Carolina. Our offices are located in Pittsburgh, Harrisburg, and Philadelphia.

Mullin & Lonergan has worked extensively with for profit developers, non-profit organizations, housing authorities, and redevelopment authorities in the development of affordable housing. The sections that follow summarize our housing experience.

FAMILIARITY WITH RENTAL HOUSING DEVELOPMENT PROGRAMS
Section 42 Housing Tax Credits

To date, Mullin & Lonergan has participated in the development of more than 2,500 units financed in part with equity from the sale of Low Income Housing Tax Credits. We also provide compliance and management training services for rental housing projects assisted in part with HOME funds and/or equity from the sale of Low Income Housing Tax Credits. M&L provides these services through our affiliate firm, M&L Compliance Management, LLC.

Previous participation in HUD Section 202 / 811 Projects

Mullin & Lonergan has participated in the development of more than 640 units of Section 202 elderly housing and Section 811 housing for persons with disabilities.

FAMILIARITY WITH AFFORDABLE HOMEOWNERSHIP PROGRAMS

Mullin & Lonergan has assisted many organizations in carrying out subsidized homeownership programs. Our staff works with public agencies to identify potential sources of subsidy, including CDBG funds, HOME funds, State funds and FHLB funds. Typically, these funds are used for homeowner counseling, downpayment assistance, closing cost assistance and second mortgage loans to absorb appraisal gaps. Once a program has been defined, we work with commercial lending institutions to secure commitments for first mortgage loans.

HOUSING STUDIES
Our firm recently completed statewide housing needs assessments for Delaware and South Dakota.

  • Delaware Housing Needs Assessment
    Mullin & Lonergan=s services for this project were retained by the Delaware State Housing Authority (DSHA). DSHA used the Housing Needs Assessment to coordinate the use of state and federal funds during the period 2007 to 2012. The Housing Needs Assessment includes an economic analysis, demographic trends and projections, housing trends and projections, including a projection of homeowner and rental demand. The study also included an assessment of homeless housing needs and special needs housing. The Housing Needs Assessment was used by DSHA to prepare Delaware=s Five Year Consolidated Plan and to assist in establishing priorities under its Qualified Allocation Plan.

  • South Dakota Housing Needs Analysis
    Mullin & Lonergan=s client for this assignment is the South Dakota Housing Development Authority (SDHDA). SDHDA is the state housing finance agency in South Dakota. As such, it is responsible for the allocation of low income housing tax credits and the administration of a mortgage revenue bond program for first-time homebuyers. In addition, SDHDA is responsible for preparing the state=s consolidated plan.

    The Housing Needs Analysis prepared by Mullin & Lonergan included a housing and homeless needs assessment, a housing market analysis, and a projection of future demand for affordable homeownership and affordable rental housing. Our research provides breakdowns for each of the 66 counties in the state, as well as 19 urban areas and the nine Indian reservations in South Dakota. As part of this assignment, our firm prepared a PHA survey instrument and conducted a mailed survey of all housing authorities in the state. We achieved a 100% response to the survey. Our work on this assignment was completed in March 2003. The South Dakota Housing Needs Analysis may be reviewed at SDHDA’s website, www.sdhda.org.

EXPERIENCE IN WORKING WITH HOUSING AUTHORITIES

Mullin & Lonergan provides services to numerous public housing authorities. We typically provide technical assistance in support of mixed finance applications, Hope VI applications, agency plans, demolition/disposition applications, Section 8 homeownership, Section 8 project based assistance as well as other forms of general advice and assistance.
