Mary Street Revitalization

Based on resident input generated at neighborhood meetings, M&L identified key elements for the neighborhood revitalization plan. One critical element involved acquiring and demolishing blighted structures at key intersections. M&L prepared the overall financing plan for the project, including funds from seven public (state, federal, city) and four private sources. M&L provided an integrated approach to the master plan and development financing, under overall project management of Homes Build Hope, a local nonprofit CHDO.

The plan provided for acquisition of blighted properties, removed eyesores and developed ten new duplex residential dwellings. The plan also included a pedestrian link over Loyalhanna Creek to Legion-Keener Park, an important regional recreational area that features walking trails and other amenities. Open space, relocated wiring, landscape, lighting, and signage improvements enhanced the entranceway to this picturesque town. This revitalization project is expected to serve as a model for similar initiatives in other urban areas of Westmoreland County.

This project was so successful, a Phase II of the project was implemented along Mary Street which is adjacent to Lloyd Ave. The Phase II development included the construction of 18 new duplex and triplex affordable rental units. The Westmoreland County Redevelopment Authority provided financial assistance to stimulate the rehabilitation of owner occupied homes. Homes Build Hope worked with Allegheny Power and the City of Latrobe to remove the unsightly overhead wiring in the neighborhood. The local garden club implemented a landscaping program along the Avenue.
